
Yevgen is a senior maritime governance specialist and international law practitioner with more than 17 years of experience working with the UN system, in particular international organisations in Geneva, New York, and London. He previously served as Deputy Permanent Representative of Ukraine to the International Maritime Organization, where he led delegations and negotiations on maritime safety and security, environmental protection, and seafarers’ rights protection.
His expertise spans international maritime law, the implementation of IMO instruments, sanctions compliance, and maritime dispute settlement. He has contributed to major multilateral initiatives, including work on UN Security Council matters, IMO regulatory development, and Ukraine’s special maritime corridor arrangements in the Black Sea.
He currently works as an independent consultant in international and maritime affairs, advising clients on geopolitics, sanctions compliance and maritime governance, alongside his role as Associate Tutor at MLA College.
As an Associate Tutor, he is committed to helping distance‑learning students connect legal and policy frameworks with real-world practice in the global maritime sector.
