
Dr. Teodor Kalpakchiev holds a Bachelor’s degree from Sofia University’s Jean Monnet Centre of Excellence in European Studies (Bulgaria), an MA in Public Policy from the Willy Brandt School of Public Policy at the University of Erfurt (Germany) with a focus on international affairs and development, and an advanced MA from the College of Europe in Natolin (Warsaw, Poland), specializing in the political economy of trade, regional integration, and environmental policy. He completed his PhD at the Sustainability Research Institute of the University of Leeds, where his research focused on institutional innovations for transforming phosphorus governance.
He has professional experience at the European Parliament’s Committee on Industry, Research and Energy (ITRE), completed a traineeship at the European Commission’s Directorate-General for International Development Cooperation, and has served as an evaluator for the European Commission (DG GROW and DG REA). His research and policy work span intellectual property rights, deep tech, and next-generation sequencing of plant diseases. He has extensive experience in the circular economy, renewable energy, synthetic fuels, agri-food systems, and carbon taxation.
